If the country flew their first astronaut on that Soyuz then they usually request it for their national museum. After they unpack all the cargo, Roscosmos is happy for anyone that wants to take the Soyuz. If noone requests it then it just sits outside with other Soyuz in Kazakhstan or Russia.
That’s just the shell though. The inside has ALL the components taken out, and many are recycled and re-used in future missions. Russian space technology is very robust like that. Sometimes museums will put a display interior back in so it looks good, but the real space controls and inside are always fully removed.

Not sure. I could be wrong, but I understood that countries could just request their astronaut’s Soyuz for free as long as they paid the shipping costs to get it from Kazakhstan or Russia.
