My knowledge in this area is not great but my understanding is that micro or mini black holes (with masses of only a few micrograms) can occur naturally when high energy particles collide with each other – also known as Centaur Events (or in theory also in large particle accelerators like the Large Hadron Collider). These blackholes are very unstable and can “explode” or a better description would be “evaporate”, which is just as well since if they did not they might start to consume the Earth if created in a lab!
